Dr. Mpinga is board certified in general surgery and critical care. Prior to coming to WellSpan York Hospital, she founded Grace Surgical Associates in Washington, D.C., and served on the faculty at Howard University College of Medicine. Dr. Mpinga also serves as a clinical assistant professor of surgery at Drexel University and at Sidney Kimmel Medical College at Thomas Jefferson University.
Diane Shih-Della Penna, MD, FACS

Dr. Shih-Della Penna is board certified in general surgery. After completing her residency at WellSpan York Hospital, she joined a private practice with Dr. Tiruchelvam, where she practiced as a general surgeon. In 2018, she joined the WellSpan community as the associate program director of the general surgery residency. She oversees the chief-run Rhoads clinic, robotics program and the resident research curriculum.
Daniel E. Carney, MD

Dr. Carney is board certified in general surgery and surgical critical care. Prior to arriving at WellSpan in 2010, he served as the director of the surgical critical care fellowship and SICU, and was an assistant professor of surgery at Penn State Health Milton S. Hershey Medical Center. At WellSpan, he became the director of trauma services and continues to improve trauma care in our region. In 2022, he assumed the role of chair for the Department of General Surgery.
